What is a Pact for Skills

The Pact for Skills is one of the flagship initiatives under the European Skills Agenda for sustainable competitiveness, social fairness and resilience, presented on 1 July 2020. The main objective of the Pact is to mobilise resources and incentivise all relevant stakeholders to take real action to upskill and reskill the workforce, by pooling efforts and setting up partnerships supporting green and digital transitions as well as local and regional growth strategies.

The Pact for Skills is a new engagement and governance model for a joint skills endeavour. The Pact aims to mobilise and incentivise all relevant stakeholders to take concrete commitments for upskilling and reskilling, and, when relevant, pool efforts thanks to partnerships.  

The Pact can be implemented through: the launch of large-scale European public-private multi-stakeholder partnerships, in some cases, based on the experience of the Blueprints for sectoral cooperation on skills, individual commitments of companies, in the same way as the pledges under the European Alliance for Apprenticeships, the commitment of existing organisations/partnerships: e.g. national, regional or local partnerships based on cluster or territorial skills strategies; social partners agreements and/or tripartite agreements. 

The Pact for Skills: mobilising all partners to invest in skills

By joining the Pact, stakeholders will gain access to networking, knowledge and resource hubs. The Commission will also offer information and guidance on EU funding and programmes for skills development by offering a single-entry point at EU level. In addition to the REACT-EU, the European Social Fund Plus and other relevant programmes of the new multiannual framework (2021-2027), up- and reskilling is one of the flagship investment priorities of the Recovery and Resilience Facility.

  • Integrated mobile learning applications for widespread reach.
2. Establishment of Inclusive Learning Opportunities
  • Offering free educational programs.
  • Tailoring learning experiences for diverse age groups, professions, and socio-economic backgrounds.
  • Supporting marginalized and disadvantaged groups with targeted initiatives.
3. Collaboration with Key Stakeholders
  • Partnerships with local educational institutions, municipal stakeholders, NGOs, and private sector actors to expand learning access.
  • Tourism industry collaboration to design job-relevant skill development programs.
4. Innovative and Flexible Learning Models

  • Storytelling and showcasing success stories to inspire continuous learning.
9. Data Collection and Impact Measurement
  • Leveraging insights to continuously improve learning offerings.

  • Equipping learners with future-oriented skills for evolving job markets.

These efforts often result in the adaptation of learning pathways ensuring a more agile and future-ready workforce.
 
We are fostering collaborations with diverse stakeholders, such as educational institutions, local rural touristic industry leaders, public authorities, and NGOs, to co-develop innovative training programs.
 
Our organization’s main achievements in fighting discrimination and promoting inclusion include developing inclusive learning programs that accommodate diverse needs, such as flexible schedules and accessible formats for people with disabilities. After participating in our courses, we validate and recognize skills gained through non-formal learning that helps remove barriers for marginalized groups. Awareness campaigns and mentorship programs are also built to empower underrepresented groups, such as refugee women in STEM or minority communities, to participate fully in education and employment opportunities.

  • Enhanced Capacity for Skills Monitoring: Membership enabled the organization to engage in data-driven activities, such as skill demand forecasting and labor market analysis, which improves decision-making and better aligns training programs with industry trends and future skills needs.
  • Strengthened Innovation in Learning Programs: CCIF Cyprus has adopted innovative approaches, such as digital learning platforms and certifications, in response to the global demand for flexible learning pathways. This aligns with the Pact for Skills' emphasis on modernizing education and training systems to meet the demands of the future workforce.
