Mission •Support Education and Research for social inclusion of youth and adults across Europe; Vision •Empower youth irrespective of gender, social, cultural, educational backgrounds; Purpose •Equip citizens from local and surrounding communities with digital, artistic, cultural matters and soft skills to access today’s labor market and increase their chances of progressing in their lives; We are heavily involved in the integration process of immigrants, refugee moms, students from diverse backgrounds, asylum seekers and youth living in Pafos, by offering several times a week, Greek and English language courses in non formal education, computer and financial literacy classes, as well as drama, theater and learning by doing classes. Our target groups develop their skills, the capacity of expression to be better positioned not only in the labor market, but also to better communicate with their counterparts for which sometimes different or foreign can seem rather threatening.
AT A GLANCE Paphos Regional Intercultural Network
The Paphos Regional Intercultural Networkwas launched in 2021 within the "Building structures for intercultural integration in Cyprus” project which was implemented by the Council of Europe’s Intercultural Cities Programme and the European Commission’s Directorate General for Structural Reform Support in partnership with the Civil Registry and Migration Department of the Ministry of Interior of the Republic of Cyprus to empowering local authorities, NGOs, and migrant organisations to be part of the integration process and the policy development through the design and implementation of a tailor-made Action Plan/Strategy for each district.
The members of the Paphos Regional Intercultural Network come from a broad network within the city departments, the Municipalities of Paphos, Geroskipou and Pegeia, the Paphos Police Division, the Ministry of Education, academia, the civil society, representatives of local and regional organisations, businesses, labor along with civil servants, artists, migrant organisations, asylum seekers, elected members of municipal councils, immigrants, individuals and volunteers.
Cross Culture International Foundation Cyprus worked closely through consultation meetings with the Municipalities of Paphos, Geroskipou and Pegeia, the Paphos Regional Intercultural Network, the civil society, academia and migrant organisations in the Paphos District to prepare the ICC index analysis report for Paphos district, a database and report that compares our city's achievements with those of other cities with similar characteristics, or with the average score achieved. The Index graphs visually show the areas of success, gaps, but also areas of inaction and possible improvement, while assessesing progress over time. Based on the index's results and recommendations and the discussions with the experts from the Council of Europe thePaphos Action Plan for Inclusion and Diversity was designed. The methodology used for collecting information, included Individual interviews, surveys and meetings with focus groups. Where required, interpreters have assisted individuals and groups with limited Greek and English language skills.
During the network meetings, in the presence of the representatives and experts from the Council of Europe and the representatives of the Municipalities of Paphos, Geroskipou and Pegeia, adopted its terms of reference, discussed the results of the ICC index analysis report for Paphos district (May 2022), decided on the priority actions for the district, approved the “Action Plan for Inclusion and Diversity in Paphos District” and drafted the local integration strategy. Furthermore, members of the Network representing volunteers, the migrant community, the police and the education field participated in the Training on combating rumours. The briefings of the training and the antirumours strategy were also presented and discussed.
The Paphos Regional Intercultural Network is open to everyone living in the District of Paphos.

The following activities are based on the priorities and challenges highlighted in the Index analysis report and developed in the “Action Plan for Inclusion and Diversity in Paphos District” aiming to facilitate positive intercultural encounters, equal access to rights and opportunities for all residents.
1. Intercultural activities: - Welcoming statement and its adoption in consultation with municipalities and the network to be distributed online; - One-page document with welcome policies; - Welcoming guide, a roadmap with information for newcomers to be distributed online; - Online calendar for including the city’s related actions, activities, language courses, events etc; - Drafting the role of the intercultural ambassadors (at a later stage, the pilot scheme could be implemented – with a couple of ambassadors appointed); - A drop in Multi-language and Linguistic Café in person and or online. It will provide all residents a fantastic opportunity to meet new people and practice language-learning skills, in a fun and friendly environment; - Two learning-by-doing activities on local culture and civilisation; - The creative fairy tale and puppet Workshop "A Heroine's Journey" - 6 sessions for Personal Development
2. Meetings of the Network and the organisation of working groups The network will meet to discuss the implementation and coordination of the Action plan for inclusion and diversity in the district of Paphos (2023-2025) according to the network terms of reference and other integration issues in the district. Ad hoc working groups may be organised as needed for the implementation of specific activities. The coordinator will be responsible for organising the meetings, with an agenda, a signed list of participants and a summary which will be included in the final narrative report of the use made of the grant.
3. Promotion of the intercultural network The coordinator will organise communication and social media outreach to promote the Paphos District intercultural network and its activities and will continue advocating for political and municipal support for and the involvement of all relevant stakeholders in the district's intercultural activities; 4. Satisfaction survey A satisfaction survey will be drafted in coordination with the CoE and distributed amongst the members of the networks and participants in the action plan activities (including local authorities, NGOs, teachers, students, local businesses, TCNs and civil society. Where necessary steps will be taken to ensure that TCNs are able to reply by taking into account possible language and technical challenges they could face in responding to online surveys. The responses will be analysed and included in the final narrative report with information about the challenges, good practices and recommendations for next steps.
5. Completion of the Intercultural Cities Index Questionnaire and activity survey The coordinator will complete the ICC Index questionnaire and the regional activity survey in consultation with the members of the network, in particular the representatives of the municipalities and communities (to be completed by 1 October 2024).
The"Building structures for intercultural integration in Cyprus"wasa 2-year project (June 2021 to June 2023) implemented by the Intercultural Cities Programme and the European Commission’s Directorate General for Structural Reform Support, in partnership with the Civil Registry and Migration Department of the Ministry of Interior of the Republic of Cyprus. The project aimed at supporting the Republic of Cyprus in implementing its National Action Plan on the Integration of Third-Country Nationals 2020-2022, by empowering local authorities, NGOs, and migrant organisations to be part of the integration process. It has used the Intercultural Cities conceptual, analytical and policymaking tools to address the challenges of migrant integration, in particular related to building trust, fostering community cohesion and managing diversity as a resource. Following consultations at the national and local levels, the created “Blueprint for multilevel governance of intercultural integration policies in Cyprus” was presented at a national event on 25 May 2023, and proposed the establishment of a new National Authority for integration.
"Enhancing structures and policies for intercultural integration in Cyprus" is a 14-month project being implemented by the Intercultural Cities Programme and the European Commission’s Directorate General for Structural Reform Support, in partnership with the Civil Registry and Migration Department of the Ministry of Interior of the Republic of Cyprus (31 October 2023 - 30 December 2024). It is a follow-up of the previous "Building structures for intercultural integration in Cyprus" project. This follow-up project aims at enhancing and strengthening the previous project's achievements and at supporting the rollout using the new tools that were developed. It further aims at providing recommendations on their sustainability as well as at supporting Cyprus in the establishment of the new National Authority to co-ordinate a multilevel governance of integration policy and the preparation of the national integration strategy.
The new National Authority, decided by the Republic of Cyprus will provide capacity building for the proposed Focal Points, at national level (representatives of ministries, social partners, unions of local authorities, national NGOs) and at local level, the regional intercultural network coordinators, representing the local NGOs, municipalities, migrant representatives, and civil society.
